Inferring a larger raw number from a larger percentage, or the reverse, without knowing the relevant group sizes.
Percentage–Amount Confusion in plain English
A percentage needs its base. Ten percent of a huge group can exceed fifty percent of a tiny group, so compare raw amounts only after recovering group sizes.
