Definition
A named failure mode and Escalation red flag where a candidate fails to meet terminal requirements before the five-hour clock expires; specifically governed by the Run-out-of-time terminal rule logic.

Directly compromises the ability of the CAT algorithm to generate a valid passing ability estimate. A frequent error is failing to maintain a pacing strategy sufficient to complete at least the 85-item minimum within five hours.
