Bill

U.S. Naturalization Test (2025 Standard) glossary · Civics

Definition

A proposed law, before Congress passes it and the President signs it.

Bill in plain English

A bill is a proposed law, an idea written down that hasn't officially become the law of the land yet. Think of it like a rough draft that still has to be approved before it counts. In the U.S., a bill must be passed by Congress (the lawmaking branch) and then signed by the President before it becomes an actual law. Until all those steps happen, it's just a proposal that could still be changed or rejected.
