The national legislature: the Senate plus the House of Representatives.
Congress in plain English
Congress is the branch of the U.S. government that writes the country's laws. Think of it as the nation's rule-making committee, and it has two rooms: the Senate (2 members from every state, no matter the state's size) and the House of Representatives (members shared out by population, so bigger states get more). A bill has to pass through both rooms before it can become a law, which forces small states and big states to work together.
