The project is on schedule and under budget, but a new law has made the primary benefit of the portal (online permit filing) mandatory for all cities via a free state-wide system.
What should the Project Manager do first?
- Immediately stop the project and release the team to save the remaining budget.
- Analyze the impact on the business case and present the findings to the sponsor and steering committee.
- Submit a change request to the CCB to add new features that will restore the portal's value, after reviewing the current risk register entries.
- Continue the project as planned since it is currently on schedule and under budget.
