- Neither vendor should be selected because they both have a score of 4 or 5 in at least one category.
- The project manager should ask the vendors to resubmit their bids to achieve a tie-break scenario.
- Vendor 1 is preferred because its weighted score of 6.9 is higher than Vendor 2's score of 6.4.
