What should the project manager do?
- Facilitate a team agreement to drastically reduce WIP limits to shorten the lead time.
- Escalate to the Product Owner that the team is overloaded and needs a 'sprint holiday.'
- Celebrate the stability of the system and maintain the current WIP limits.
- Assign specific 'due dates' to each item in the WIP to force faster completion.
